Introduction of SWCC Desalination Brine Zero Liquid Discharge Commercial Exploitation Project

1.Background

Due to the continuous high temperature in summer, even reaching over 50 degrees, little rainfall, less than 200mm of rainfall throughout the year, and no large-flow waterways, which are washed by large ocean currents, the salinity of the seawater in the Arabian Sea in the east and the Red Sea in the west is as high as 4.3%. From the above, compared with normal oceans, for example, the salinity of the Pacific Ocean is 3.4%, it can be found that the ecological environment of the Arabian Sea and the Red Sea is in danger and cannot withstand higher salinity.

However, desalination of seawater in Middle Eastern countries is the main source of fresh water in Middle Eastern countries. With the growth of economy and population, the demand for water continues to grow. On the other hand, seawater resources are abundant, and discharged back to the sea without being used results in a waste of resources. Therefore, from the perspectives of environmental protection and resource utilization, there is an urgent need to develop comprehensive utilization of concentrated seawater. Therefore, we will carry out technical and commercial development of the concentrated brine from the current desalination plant , and use advanced process technology systems to completely further desalinate the concentrated brine from various seawater desalination processes, even the concentrated brine with a concentration higher than 6.5%, and recover distilled water to achieve zero wastewater discharge. , while recovering and separating valuable mineral salts has become a national strategic priority for countries that mainly rely on desalination.

To this end, SWCC ( www.swcc.gov.sa ) has carried out national project approval for the "Commercial Development of Seawater Desalination and Concentrated Salt Water" project. The project number on the ETIMAD platform of the Ministry of Finance is 211041432750.


2.Basic situation _

The project is in the Ras Al Khair Special Economic Zone, 80 kilometers away from Jubail Industrial City. It is an extension of the Jubail Non-Oil Industrial Zone. It is a key project of the non-oil diversified industry in Saudi Arabia's 2030 Vision, with a total investment of approximately $957 million. The core of the project is to use the concentrated brine discharged from seawater desalination to produce drinking water, chlor-alkali special sodium chloride saturated salt solution or crystal salt and potassium fertilizer, to fully utilize the resources in concentrated seawater and achieve "zero discharge". The main process is integrated power generation and steam, integrating low-temperature multi-effect evaporation MED and mechanical evaporation MVR and other technologies into one. Calcium sulfate is extracted through seed crystal method, distilled water is obtained by heating evaporation and forced circulation, and sodium chloride, potassium chloride, and magnesium sulfate are crystallized. Wait, the final bromine salt solution will continue to be extracted for further utilization.


3. Project signed agreements and pending agreements

On November 15, 2022, S WCC gave J SG China Consortium a winning bid notice.

On June 12, 2023, JSG submitted a performance guarantee and signed a HOT agreement with S WCC during the China-Arab Investment Conference. The project entered the list of NOR supported projects of the Saudi Non-Oil Project Development Center


On January 8, 2024, in accordance with Royal Decree No. 9 762, JSG and S WCC signed a joint development agreement JDA. All subsequent development of the project will be based on this agreement, including the documents and approval processes required by the government.

On February 4, 2024, the establishment of the project company EPTD (Environmental Protection Technology and Desalination Co., Ltd.) was completed. According to the JDA agreement, the company will serve as the undertaker of the 25 -year operation rights of 380,000 tons of concentrated brine. main body
