Work Content and Scope
The projects consists One set of “one for one” gas - steam combined cycle heating unit of GE 6F01 gas turbine, to meet the electricity demand of Sabayek and other needs in the area. The configuration of the combined cycle unit is 6F01 air-cooling gas turbine generators, one HRSG and one air-cooling steam turbine generator. The closed cooling water uses the desalination seawater.

Work Content and Scope
The contractor intends to build a combined cycle power plant with power supply capacity as ~ 1,500MW, desalination capacity as ~ 200,000 m³/d and cooling capacity as ~ 50MW. It is designed to use natural gas and build four one-drive-ones (four 9F gas turbine generator unit + four vertical natural circulation triple-pressure HRSG + four 160MW triple-pressure condensing steam turbine generator unit). In respect of desalination equipment, the contractor intends to adopt advanced domestic desalination technological equipment as well as thermal multistage evaporation MED-TVC technology in intercepting various inorganic ions, colloidal substances and macromolecular solutes in seawater so as to obtain clean water. The thermal multistage evaporation process features ****** operation and low energy consumption, and has been developed rapidly in the past 20 years. Now the technology has been used for desalination widely and become more mature and reliable. The project includes 25-year guaranteed operation period of the power plant and desalination.

In respect of desalination equipment, the contractor intends to adopt imported equipment made in Japan and Korea or advanced domestic desalination technological equipment as well as thermal multistage evaporation or RO multistage reverse osmosis technology in intercepting various inorganic ions, colloidal substances and macromolecular solutes in seawater so as to obtain clean water. The Saudi Shouqaiq seawater desalination plant is located in the coast of the Red Sea, north of Jizan City. 4 MSF devices, the water yield of each one is 25 thousand tons per day, have been put into production .Up to now, these 4 MSF devices have been running for nearly 30 years, and they are expected to be decommissioned or refurbished after 4-5 years.The plant planned to add new devices with the water yield is 150 thousand tons per day.

WEC estimates that the Plan will have a total ultimate treatment capacity of up to 350,000 m³/day. The Project will be located in west Dammam in the Kingdom of Saudi Arabia.The Plant will be developed on a BOOT basis by a Project Company to be **** owned by the successful Bidder.Construction of the Plant and associated facilities is scheduled to begin in Q2 2019 with PCOD expected to be achieved no later than April 2022.

Shouqaiq Phase 3 Independent Water Plant Project of Water & Electricity Limited Liability Company (WEC)
Work Content and Scope
The Project will involve the development, design, permitting, engineering, financing, procurement, construction, commissioning, testing, completion, ownership, insurance, operation, and maintenance of a greenfield seawater desalination plant with planned capacity of 380,000 m3/day and development, design, financing, procurement, construction, commissioning, completion and testing of associated infrastructure. The Plant will be designed using reverse osmosis seawater desalination technology. The Project will be located in the town of Shuqaiq, on the Red Sea coast, approximately 137 km north of Jazan, KSA, as shown in Figure 1-1. The Project will be developed on a build, own and operate (“BOO”) basis under one special purpose company (“Project Company”) to be **** owned by the successful Bidder. There will be no investment from any Government entity in the Project Company. In addition to funding from the Project Company’s shareholders, WEC expects the Project to be financed through the raising of limited or non-recourse debt facilities.Construction of the Plant and associated facilities is scheduled to begin no later than January 2019.The Project Commercial Operations Date (“PCOD”) is expected to be achieved by December 2021.
